External Responsibilities:
General Description: Under the general direction of the Seward Park Library Network Manager, the Managing Librarian will:
Be responsible for the overall management and operation of the Grand Central Library.
With considerable latitude for independent judgment, participate in the development and implementation of policy and plans for present and future services at the Grand Central Library, as well as administrative decisions affecting the operations of the Grand Central Library especially with respect to budget, hours, collections, programs, staff assignments, development and training, and building maintenance and security.
Plan, develop, interpret, implement and evaluate policies, procedures and practices relative to the delivery of library services to ensure the needs of all library users/groups are met.
Select, assign, train, and coach staff.
Recommend or initiate personnel actions with regard to promotions, terminations, or disciplinary actions;
Assign, review, and evaluate the work of library staff in order to ensure high quality library service to all library patrons.
Participate in departmental budget preparation; monitoring budget expenditures so that allocation of resources is consistent with service goals.
Supervise and monitor the maintenance of print and non-print collections.
Interact with local elected officials and press as needed.
May work on special projects.
Perform related duties as required.

External Qualifications:
MLS from an accredited graduate school of Library Science.
Significant experience in a variety of responsible roles within a large, public library system.
Extensive leadership, supervisory and management experience.
Successfully demonstrated track record in assuming leadership in community and professional activities.
Experience organizing and directing extensive library activities with an emphasis on community outreach and programming.
Experience or involvement in opening a new or newly renovated branch facility highly preferred.
Must have experience in staff training.
Demonstrated track record of contributing to broader library policies and direction.
Excellent interpersonal, oral and written communication skills.
Must be flexible, reliable and proactive.
Extensive experience working with library and information technologies.
