Summary of Responsibilities:
Manage the Records and Information Management (RIM) requirements for TRICARE government records and lead the effort to develop, maintain, communicate and monitor implementations policies and procedures needed to meet TRICARE Management Agency (TMA) /Department of Defense records management requirements. Requirements apply to hardcopy files and electronic records and are very detailed and specific in nature. The position will require interfacing with TMA government associates on RIM related issues and partnering with MetLife TRICARE management, IT and business operational units in the implementation of requirements. The incumbent will be responsible for monitoring compliance with the program and coordinating self audits and assessments in preparation for government audits. The incumbent will also coordinate with the appropriate areas meeting Freedom of Information Act and eDiscovery requests, upon notification from the TMA.
Principal Responsibilities:
• Interface with TMA government officials and MetLife TRICARE management, IT and business operational units on RIM related issues.
• Develop and maintain appropriate RIM policies and procedures incorporating all requirements identified in the TRICARE Management Agency (TMA) documents, including for file control and tracking, use of Federal Records Centers, destruction and record freezes.
• Develop and maintain the TRICARE Records Retention Schedule, including implementation of the system platform where it will reside.
• Develop training and user guides for the use TRICARE Records Retention Schedule.
• Provide ongoing communications on changes or new requirements.
• Provide ongoing customer support and guidance on the TRICARE RIM processes to impacted stakeholders.
• Partner with Auditing in conducting necessary self audits as required by the TMA/DoD.
• Partner with IT in the implementation of file tracking system and develop appropriate training and user documentation
• Monitor compliance with TRICARE requirements, e.g., assignment of record retention code, file plan creation and maintenance, destruction processes, etc.
• Coordinate appropriate areas in meeting Freedom of Information Act and eDiscovery requests, interact with TRICARE compliance officer
• Develop program reporting and metrics.
Job Requirements
Knowledge/Skills/Competencies Required:
• Bachelors degree
• Experience supporting Government records and contracts 2-3 years
• Records management experience 3-5 years
• Industry certification CRM (Certified Records Manager) is required
• Excellent communications skills, written and oral.
• Excellent analytical skills and strong problem solving capabilities
• Excellent interpersonal skills
• Ability to operate independently, self starter
• Ability to build and maintain effective partnerships with key internal and external partners
• Good exposure to Information Technology
• Proficient with Microsoft Office
